Request for Proposal for Organizational Structure & Effectiveness Study

Project and General Information
The Clearview Library District is excited to announce the release of this Request for Proposal (“RFP”). This RFP is issued to provide an objective, expert analysis to align organizational structure across the library district.
Submit all questions and responses via Email as attachments to Erica Rose, Library Director, erica@clearviewlibrary.org.
Deadline for Submission: No later than Friday, October 10, 2025, 5:00 p.m. MDT.
Below are the questions we have received from potential consultants, along with our responses:
- Q: What is the budget range for this project?
- A: The budget for the project is $30,000 -$50,000.
- Q: Is there any flexibility on the start and/or project completion date?
- A: Yes, there is flexibility on the timeline, though a healthy start in 2025 is preferred.
- Q: How much and what portions of this process would you like to be facilitated in person versus virtually?
- A: The majority of this project could be facilitated virtually.
- Q: Are you looking for the consultant to independently make recommendations and to develop an updated organizational chart, or would you be open to them partnering with and engaging a group of library leaders to co-design the recommendations and organizational chart?
- A: The District is open, and warm, to the idea of engaging a group of library leaders to co-design and make recommendations.
- Q: Are you able to reimburse for the costs of any travel expenses?
- A: We have a small budget for travel reimbursement. Depending on distance and time, the District might assist with one or two trips.
- Q: Do you have someone in mind for this project that you have worked with?
- A: The District does not have a specific partner in mind, though invitations to consider have been sent to firms with whom we have previously worked.
- Q: In addition to reviewing current position descriptions and developing a proposed new organizational chart, is the development of updated/new position descriptions to align with the proposed new organizational chart a desired/expected deliverable?
- A: The most pressing need is a recommended new organizational chart and recommendations for any new positions. Ideally, job description review and recommendations would align with this as well.
- Q: When was the last time that job descriptions were updated?
- A: The District is currently reviewing all job descriptions for accuracy, currency, and formatting.
- Q: Would you be open to a hybrid of in person confidential conversations/surveys and confidential digital information gathering? stakeholder? Can you share an approximate number of stakeholders beyond staff please?
- A: Yes, we would be open to a hybrid process for data gathering. Beyond staff, work will be done with our Board of Trustees personnel committee (two people).
